Joseph, President, CEO
President and CEO, Joe Kelly, is a third generation Chicoan who was in the very first graduating class of Pleasant Valley High School and went on to receive his B.S. degree in Economics from CSU, Chico. Joe has been a banker in Northern California for over 30 years. Twenty of those were spent with a 100-year old, family-owned community banking institution headquartered in Stockton, California. Joe managed the main office and then became the head of their San Joaquin County Commercial Banking Group. In addition to his role as a commercial banker in Stockton, Joe was active in many Stockton community organizations.
Joe brought his banking expertise to STAR, along with his enthusiastic commitment to community involvement, when he came to Chico in 1998 as the STAR President and CEO. Since returning to Chico, Joe has directed the transformation from the former University & Butte School Employees Credit Union to STAR Community Credit Union. He has overseen the introduction of many online banking products and services, competitive loan and deposit products, debit cards and our ATM machine. Under Joe’s leadership, STAR has grown from $12 million in assets to over $35 million.
In addition to working for the community, Joe and his wife, Barbara, enjoy golfing and the outdoors. Joe is delighted to be working for STAR and feels fortunate to have been given the opportunity to return to Chico, where he continues a family tradition dating back to the early 1900s.
Michelle, Controller
Michelle Paris is responsible for maintaining the financial records of the credit union.
As a Butte County native, Michelle attended Butte Community College for two years and then attended Cal Northern School of Law, graduating and receiving her Juris Doctor in 1993 at the age of 24. After practicing water law for five years, Michelle decided to pursue a career in a different field.
Michelle joined STAR in October of 2000. She and her husband have two children. Michelle appreciates the flexibility her job provides to enable her to be a full-time mother to her children while working from home.
Rita, Administrative Assistant
Rita comes to us with twenty-four years of retail banking experience. She was born and raised in Chico. Rita attended Notre Dame School and graduated from Chico Senior High. She is the Treasurer for the Sons of Italy, Vincenzo Bellini Lodge #2519 and active with Le Donne Eleganti Chapter of the Red Hat Society.

Tara, Operations Manager
Tara was raised in North Carolina and attended UNC - Chapel Hill for two years completing her general educational requirements for a degree in business administration. Tara and her husband own and operate Soundpro a unique professional audio store which specializes in equipment for recording studios and artists. She and her husband also enjoy camping and boating in their spare time.
Alicia, New Account Representative
Alicia was raised in Willits, Ca. She graduated from Willits High School and attended Mendocino College. She has previous bank experience working at the Community Bank of Willits. She recently relocated to Chico in April and joined our STAR team. In her spare time, Alicia enjoys practicing hot yoga, gardening and taking long walks.

Sheri, Member Services Representative
Sheri joined the Credit Union in December 2010. She was raised in Paradise, CA and attended Paradise High and Butte College. Her favorite hobby is shopping and spending time outside during the summer. She recently added a new member to her family, a puppy named Kato.
